Modify rules for 4OFF Awards

Hi,

As a national coordinator I plan to expand list of 4OFF references.
Related to that, I would like to change rules for 4OFF awards.

For now, there are 4 awareds in each H/A categories:
– 5/3 bronze
– 10/6 silver
– 15/9 gold
– all (20) honor rol

Is it possible to change honor roll rules to X-5, where X is total number of references, in both H and A categories?
