Garbled vowels in PDF file

Something happened to the downloadable PDF file between 200827 and 200926 (I have the files from both dates).
A lot of the more special vowels changed into something else, distorting the reference names.

the WWFF Directory Tab: WWFF Directory versus the PDF Directory it seems errors are being induced in the Name column when the conversion from WWFF to PDF Directory is being done. i.e everywhere a apostrophe is used it is converted to backslash (\’). All French characters are incorrectly converted. See VEFF-2403 to VEFF-2409 for example. Many more!

Would a French Conversion tool solve this problem?
