But his stats are showing 18 quorum of 34 references activated…

Class A and C can be applied with Award for 5 – 10 – 15 – 20 – 25 – 30 – 40 – 50 – 60 – 70 – 100 – 150 – 200 different worked / listened OZFF areas.

Update: an error in determining privileges was found: only admins could upload CSV files!
